Freesync no longer working

Far as i can tell, my AMD radeon software cant detect/affect poe. I added the executable to the gaming tab, and even launched it from within there, but while the game is capped at 120 fps my monitor's refresh rate maintained 144, causing a de-sync that makes it completely unplayable (constant stutters). freesync is supposed to lower refresh rate to match fps to avoid those stutters, but it is absolutely not working with PoE. it does work with my other games.
Changing any settings in radeon seem to have no affect, and i tried both the pathofexile.exe and the pathofexile_64.exe. but with this perpetual stutter, the game is unplayable entirely. Last bumped on Aug 15, 2021, 7:37:20 AM

" Hmm wonder if that is the diffrence between Freesync and Gsync becuase i always though both of them pretty much was the same thing that you were gaining the best stuff from vsync but not the added input lag and halfed fps if you dip below the refresh rate of the monitor since its should combat screen tearing but stuttering is it whole other problem (dont think i seen stuttering since i stopped using SLI) also is Freesync able to run in windowmode(maximized or not) or only fullscreen? im guessing you already checked and tried but that could also be an issue since that is not enabled by default on nVidia Gsync |

Afaik neither freesync or gsync can cause physical stuttering, so whatever it is, it's not caused by that.
