Bone Chill + CwDT Help

So I'm thinking about a CwDTC + Creeping Frost + Bonechill support setup to help ramp up my main attack of Frost Blades, but I'm not sure I totally understand how Bone Chill interacts in this regard.

From what I understand, Bonechill applies a debuff to an enemy where they take increased cold damage from all sources based on the damage of the chill Bonechill is linked to. So if I have a low level Creeping Frost + Bonechill in order to trigger from CwDTC, will I ever apply enough Chill effect to actually get any kind of debuff on the enemy?

Bonechill works with the chilling areas created by Creeping Frost, but I'd rather use Vaal Cold Snap instead - frenzy charges + ability to trigger the bonechill effect manually, when needed.

I understand that Bonechill works with chilling areas. My question is whether or not a low-level source of chill will actually get me any value out of the Bonechill increased cold damage taken portion since, to my understanding, its based on the damage dealt.

I don't need a source of frenzy charges, I have that already. I just need to know whether or not a low-level Bonechill will actually apply a debuff.

Yes, it would apply the debuff. Chills inflicted by chilling areas are not dependent on damage dealt.

There are two types of chill: (1) Chill from a hit is based off the damage dealt. (2) Chill from an AoE will always have a base 10% chill effect.

Creeping Frost has a hit element and a chilling area. The chilling area will always have a base 10% chill.

Cold Snap is still a better option for applying chill. Frost Bomb is also a very good CWDT trigger.

I've read the chill page on the wiki several times and I don't see anywhere where it says there is a guaranteed 10% chill from AoE. I wish it had better/more complete information, or there were some source other than asking the forums to find out this type of info.

Most accurate information will be in the patch notes several expansion ago when ailments got reworked. I think it was when Awakener was introduced.
