Block monsters blocking almost 99% of the attacks (Please ignore)

With absolutely no block chance increase mod from remnants, random block monsters (white monsters with block attack modifier on them) with colossal shields are blocking 99% of the attacks.
I literally had to kite and hit this pack of white monsters for over 5 mins (no exaggerating) just to kill them when my damage is enough to make quick work of runic monsters and remnants.
My damage is 100% cold conversion and had issues with killing only these white monsters in this encounter.

I understand that block monsters might have innate 75% chance to block, but this experience was iffy at best. It seemed like out of 100 attacks only 1 attack connected on these monsters, and they did get one shot when the attack connected finally.

There is something wrong with the block monsters in expedition.

May be "Chance to hit" of my character is relevant so putting it here.
Chance to hit 99%
Chance to hit evasive monsters 95%

From my understanding white monsters are non evasive but I might be wrong.

I believe those enemies can't be damaged from hits from the front so you would need to be hitting them while you are behind them. They aren't blocking - it's more like a proximity shield type of effect.
