Shade Form is always on full cooldown upon entering a zone without it being mentioned anywhere

I'm assuming that Shade Form (via Shroud of the Lightless and Replica Eternity Shroud) resetting its cooldown when you change zones is intentional to avoid people doing builds like the one I was theorycrafting, but it's disappointing to fully plan out a build and then find out a hidden mechanic makes it completely nonviable unless you alt tab out of every zone. The skill is missing some sort of text indicating this unique cooldown mechanic.
