rounding and Darkness Enthroned

I should know this but...

How do 1% modifiers round on Darkness Enthroned? For example, when I get two abyss jewels with +1% chance to block I know that each jewel gets boosted separately, but does it result in 1.75 rounded down to 1 for a total of 2%, or 1.75 rounded up to 2 for a total of 4% block?

Ed: never mind, even with the boost from 50% up to 75% it still rounds down always.
