Resolute Technique Missing with Boneshatter

I am playing a Boneshatter juggernaut with resolute Technique and it misses quite often. And no I am not talking about clicking on a moving target and missing. I did my first expedition and there were multiple packs of mobs and 1 on 1 situations with stationary skeletons where I was just swinging and missing. Even my ancestral cry copies were missing. I got down to one plain white skeleton remaining and I swung at him 4 or 5 times before connecting.
