Unless there is some unknown limitation, this appears to be a bug.  Item Class: Jewel Rarity: Rare Luminous Shine Cobalt Jewel -------- Item Level: 83 -------- +1% Chance to Block Attack Damage while Dual Wielding 8% increased Totem Life 5% chance to Knock Enemies Back on hit -------- Place into an allocated Jewel Socket on the Passive Skill Tree. This happens because two of the jewels share name, and the chance orb recipe takes precedence.
