Replica Frostbreath "Chaos Damage can chill" doesn't seem to work

I'm playing a chaos cyclone build using Replica Frostbreath but I can't notice any chill effects happening either visual (i.e. bluish tint on monsters) or mechanically (i.e. mob speed). I'm also using Anomoulous Hypothermia which gives me chance to freeze chilled enemies and I definitely don't notice any freezing happening.

This seems like something is wrong with our combos.
IM playing almost exactly same build BUT as a witch.
