New Chainbreaker

Is the new chainbreaker working as intended? It seems like the design was a bit off on it. You can only gain up to 3 rage per second on a berserker or 2.5 rage per second with the rage support but the ability spends upwards of 10 rage per cast. You can't possibly have enough rage coming in to sustain attacking at a 10 cost with only 3 coming in per second from attacks and 3 regen from chain breaker. Now just doing some best case scenario math here, if you attack 2 times per second with 10 rage cost you'll lose 20 rage per second, gain 2 from hits, and have to regen 18 to break even. That's 500% increased mana regen just to break even. To break that down 10 is lowballing the cost, 2aps is lowballing anyone's attack speed especially when you factor in that having 50 rage is giving you attack speed and 2 gained from attack is 66% of the amount you're even allowed to gain per second from hits and that's only if your a Berserker. As if that wasn't an oversight enough, multipliers to the cost of skills effect the cost of rage on a skill but channeling rings that say "Channeling skills have -4 to total cost" don't effect rage cost despite having to use rage for said channeled skill and the affix not specifying a resource type. This seems like a huge oversight and has entirely gimped chainbreaker. On poeninja i've seen a few builds with the Akoya lethal pride who don't even have it near a keystone they're just using it for the skill point buffs. Maybe i've overlooked something but this seems like the nerfs were a little hard this time around.
