Leveled starter characters for trade league after 1-2 weeks

Hi,

My idea is that there could be some pre-leveled characters to start a new trade league so the leveling part could be skipped. Obviously, this cannot be available right from the start, just after 1 week of league start. It also should be restricted to accounts which have a certain level of character in any league.

So, for example, requirements could be:
* a level 90 character in any league
* 1 week after trade league start

With these, characters could be created in the new trade league:
* level 70
* unspent skill points
* bare minimum of mandatory quests completed, rewards not collected, Epilogue unlocked
* some basic items and gems would be good to have too, to be able to start

Yes, I know level 70 can be reached pretty fast by hardcore players, but I'm talking for casuals like me. I'm not inclined to start a league from level 1 and fight my way through the acts again.

With the 1 week time, it won't have the chance to interfere with speedrunners, who achieve level 70 on the first few days.

Also, this would encourage to test new builds, possibly increasing variety.
