The Agnostic passive and Petrified Blood

When you take "The Agnostic" passive and equip Petrified Blood skill gem, a bug occurs. Because your health never reaches 100%, "The Agnostic" will constantly keep your mana drained to 0%. This is a huge issue for those trying to do a regen low life build. I would love to be able to use both together but when the combination breaks one or the other, it makes the use of "The Agnostic" and Petrified Blood unusable. Is there something I am doing wrong that is preventing them from working together?
