New Skills Consuming Life and Mana

HI. I'm trying to use the new lifetap support skill as well as Exsanguinate. I'm not sure if it's intended for them to be able to consume my mana as well as my life when I use the skills. I have tried linking absolutely nothing with Exsanguinate and it consumes my mana as well as my life. I don't believe I picked and skill on the passive tree that would cause this. Please let me know if this is intentional or not. Thank you.
