Is Dreamfeather mod local or global ?

Hi,

I am playing around by preparing my build for the current league.
I was wondering if Replica Dreamfeather mod "1% increased Attack Damage per 450 Armour" is local or global ?
Since it is "attack damage" and not "physical damage", i'm guessing it's global, but i'd like a confirmation, thanks !
