Free IIQ? Tempest prophecy able to trigger in Elder arena but no actual Tempest spawned

Not sure this is a bug or not but i am able to trigger The Undead Storm prophecy in red elder encounter so that the IIQ of the map seem buffed, but no actual Tempest in the arena

It can't spawn in the arena, but it can spawn in the map, so this isn't a bug.
