ilvl 84+ cluster jewel sources

Are these only from the simulacrum? Or can they be obtained in any other way?

I think monster in regular mist in the map can drop cluster jewel, but the chance is rare.

since they can drop from enemies, magic monsters in t16 maps and rares in t15 should drop ILVL 84 and rares in t16 should drop ILVL 85
