Is there a way to increase the number of syndicate members per syndicate encounter?

I usually get only one syndicate member per syndicate encounter. Is there a way to influence this, so that I can get two or three members?

Does increased pack size have any influence on this?

Or maybe map tier, like higher map = more members per encounter?

Or maybe run maps with more open space?

My syndicate progression is too slow...

Or maybe I kill them too fast?

If I delay the kill, is there a chance that another member will show up?

but you can use scarabs to double the events + to gain more "xp" from each event.

You can get a 20-25% chance that syndicate members will be accompanied by reinforcements on The Closest Peak watchstone

the watchstone mods as mentioned earlier, and if you take Forced Investigation+ the 2 minor nodes next to it for a total of 4 points, that would give you 15% more likely syndicate members are accompanied by reinforcements, AND it would still give you 6 points to get all the Notables for Harvest in that region.

I think it's related with the re-shuffle. When using same members for same safe houses, the chance to get single member seem higher.

With all these relationships, usually I get 3-4 members in all safehouses, except Research. For some reason, in more then half of cases, ITF is alone.
