Reduced Mana Reserved Jewel not working

Just paid 7ex for a Jewel that doesn't seem to do anything to affect mana reservation being applied.

Posted shots are of jewel socketed and unsocketed, as you can see the mana reserved is not being affected by this jewel.

Edit: I've also tested with a Viridian Jewel with 1%RMR and that worked fine.

% mana reserved by aura is an integer value. PoE rounds stuff down

If you've only 1% reduced mana reserved it does nothing, yes.
Let's say you've a gem that takes 50% reservation. It'd take 0.5% less reserved but because of how the game handles calculations, it's still rounded up to 50% reserved.
So I need to use two jewels for some effect to take place?

depends

50% aura needs 2
35% aura needs 3
25% herald needs 4
clarity/precision needs 1 at higher levels as it does not reserve %

it stacks with other sources of reduced mana reserved, so these are the breakpoints

also, your total 'reduced mana reserved' does not apply to your total reserved, but to each reserve gem individually.

if you use 2x 50% auras, 1% RMR will not put you at 99, because it affects the 2 individual gems. making them 49.5 -> 50 ea still.

so there are 'breakpoints' you need to figure out, based on what reserve skills you're using.
