Valako, Storm's Embrace Not Triggering

I am playing a Chieftain Fire Blade Vortex with the classic Call to Arms > Enduring Cry for easy Endurance Charge Generation with an Immortal Call to consume the Endurance Charges. When I use my Immortal Call it does not grant me the Valako, Storm's Embrace buff.

Valako, Storm's Embrace:
"15% more damage if you've lost an Endurance Charge in the past 8 seconds"

There is an interaction with Discharge and the Amulet Voll's Devotion where when you use discharge it will use all charges the character has and doing will convert power charges consumed into endurance charges for the next discharge.

Voll's Devotion:
"Gain an Endurance Charge when you lose a Power Charge".
Discharge:
"Discharge is a spell that consumes all of the player's charges (frenzy charges, power charges and endurance charges) to deal elemental damage in an area around them."

Under my impression the ascendancy passive is bugged unless the act of consuming charges does not mean having your charges lost. If consume =/= lost then the interaction between discharge and voll's devotion is bugged in that regard since the skill consumes charges in order to create a massive discharge of energy.
