Bumper Crop allocated yet only 3 crops choice in harvest

I have Bumper Crop in Lex proxima allocated, which read "The scared grove in areas contains an additional harvest"
It is my understanding that a harvest always has a base crop count of 3. I've definitely had some sad harvests with only two plots.
