"Cannot roll caster mods" not working with Harvest "Remove/add Influence Mod" Craft

I tried 2 Remove/add influence mod craft on my scepter, with "cannot roll caster" mods on it, but 2 times in a roll I got 2 caster mods, one "Increased caster speed if killed recently" and another one "chance of spell to deal double damage". What is wrong?
