I can't find this mod in trade...igniting conflux?

I searched and can only find the one that is all conflux from all elements or something and "on chill".
Am I searching wrong and is this type of mod valuable to any particular build without (I assume) burning damage mod and other stuff? (I looked it up and it just means "all hits ignite for 3 seconds every 8 just to clarify.)

It's under the category of "You have Chilling Conflux for 3 seconds every 8 seconds"
