Lex Ejoris watchstone Perandus bug

In Lex Ejoris there's a watchstone modifier that reads "Perandus chests in areas have +#% increased chance to be treasuries." I'm not sure if the treasuries are exceedingly rare so it's just multiplying a .1% base chance or if it's bugged. I've ran 60+ maps with gilded perandus scarab, Lex Ejoris Perandus tree, and often the Perandus Zana modifier but have never seen a single treasury. Curious if it's bugged or just supeeer rare.
