Original build was nerfed multiple times after Delerium league, but with new Trinity gem, minor Ascendant rework it became viable once again.
Build is made around aura cluster jewels and Anger/Wrath combination.
The main idea is to stack flat elemental damage from auras rather than from weapon/attributes/jewels.
* Vengeful Commander - Nerfed one more time, ~8% DPS loss for build in general
* Wave of conviction - Exposure nerfed from 25% to 15%, ~5% DPS loss in worst case scenario
* Vaal Lightning Strike - Now can use Vaal LS more often and hence this is a buff to DPS and clear speed
* Paradoxica - Veiled mods buffed: 10 ele pen -> 16 ele pen and 16 attack speed -> 22 attack speed, ~10 dps buff
Playstyle may vary from pure melee to pseudo wander.
With recent changes LS became very strong range skill and this build mostly uses generic attack modifiers from gear, gems and tree so the damage difference between melee hit and projectile is not so big. Depending on difficulty of encounter you can either DPS it to ash in melee range or play hit and run tactic as regular ranged build.
With pierce and modifiers to strike skills target count clear speed is also very strong and comparable to top tier melee skills.

How to deal with mana reservation?
* Enlighten 3 or Alpha's Howl or take Sovereignty node
* Praxis or ring with Non-Channelling Skills have # to Total Mana Cost mod
How to deal with attributes?
To run this build we need at least 160 int, 212 dex and 100 str. Since we spend all points in str-dex area we are short on int. And this might be a big issue especially while leveling. So what can we do?
* Get rare amulet and rings with high int (2 x 40+)
* Astramentis is great for leveling
* Temporary spec into 30 attribute nodes
Since we deal approximately 40% fire and 60% lightning damage it is pretty easy to maintain 50 resonance and use this gem at full power all the time.
Energy Leech support?
Active Blood Rage and any amount of energy shield will allow us to use this gem. Also due to permanent energy leech effect we can use Feed the fury cluster passive and % increased Damage while Leeching mod.

I strongly recommend to take this node and unspec only in case if you feel that you have consistent crits. Although this is the strongest crit node in the game it affects only melee strike and hence not so useful when you are not in melee range.
This is must-have node if you have less than 6k life. Only for 3 points you became stun immune.
Although dodge is the only defense mechanism that this build can use, you can try to replace it with Thick Skin and get even more HP.
The only way to get Life Leech is to get if from cluster jewel. Consider to get any large cluster jewel with Feed the Fury or Drive the Destruction as fast as you can.
The best way to get mana leech is cluster jewel with Fuel the Fight notable. Until you get one, spec into small Mana Leech node on tree.
The best way to fix accuracy is to get accuracy from gear, but you can also spec into Precision or Acuity
* Frenzy charges and Onslaught.
* Allows to start at ranger area.
* Helps to fix DEX issues.

Bandits - Kill all
Major God - Lunaris or Brine King
Minor God - Ryslatha. Capture Soul of Gorulis (Infested Valley Map) when have a chance.

Since this build uses mostly rare gear there should not be any issues with maxing out resists and hp. Besides jewels, head and weapon you can use almost anything.
Paradoxica is the best weapon for this build.
Mods to look for:

Attacks with this Weapon Penetrate #% Elemental Resistances
Cheap alternative for start
+ % to Level of Socketed Aura Gems and + % to Level of Socketed Aoe Gems mods adds a lot of damage for this build.
Best starting helmet for the build. Very strong with +2 aura/aoe gems corruption
Rare helmet with +2 to Level of Socketed Support Gems and +1 to Level of Socketed AoE Gems.
You can either buy helmet with delve mod or craft one with Essence Of Delirium.
Fine crafted rare helmet with enchantment beats even corrupted Alpha's Howl.
Build enabling jewel and the only reason why this build works. In total we can stack up to 80% aura effect increase for both Anger and Wrath from Vengeful Commander. And that a lot of flat fire/lighting damage.
To make passive tree optimal it's better to get medium jewel with "Adds 4-5 Passive Skills" implicit.
Vengeful Commander - this is the build. Mandatory notable.
Precise Commander - Best secondary notable. Be aware this is very rare mod.
Replenishing Presence - Best budget wise secondary notable. A bit less dps, but much more common.
First Among equals - Cheapest secondary notable. Same as previous but lack of life regen.
Attack jewels with leech nodes are the best jewels you can get for this build. You do not need the perfect one to make is useful, but keep in mind that it's a bit hard to craft attack jewel with 3 notables.
Feed the fury - best notable due to absurdly strong bonuses.
Fuel the Fight, Martial Prowess - both are great, first one help to cap accuracy, second one provides mana leech.
Elemental jewels also good and easy to craft
Vengeful Commander - same as on medium jewel
Prismatic Heart - best second elemental notable, good damage and 30 resistance in total
The same as for medium jewels: get large jewels with "Adds 8 Passive Skills" implicit for endgame.
Any Elder jewel with Wrath+Anger mods is strongly recommended.

Abyss jewel with +200 to Accuracy will help to max out hit chance. Consider to get one with good Stygian belt at some point.
Due to low int from passive tree we have to get it from gear. And the best way to get it is an amulet with high base int and 20% attribute quality.

Astramentis is a great option for the start, since it allows you to completely forget about any issues with attributes. Although it definitely worse than good rare amulet.
Any rare rings that will help you to top resistance/damage/life/attributes.
Trigger Level # Assassin's Mark when you Hit a Rare or Unique Enemy is the best damage mod that you can get from ring slot.
Base with high flat and (7-10)% increased maximum Life mod.
+2 to Level of Socketed Aura Gems - also might be useful if you use helmet without "+ level of gems" mods
Cheap unique alternatives
Any good rare gloves.
Since we are using strike skill, hunter gloves with Strike Skills target 1 additional nearby Enemy mod can be very usefull.
Consider to get one with spare mod so you craft % increased Damage while Leeching or % increased Attack Speed.
Any good rare boots.
Boots with You have Tailwind if you have dealt a Critical Strike Recently are essentially best for any attack build.
Any belt with HP and Resists.
Belt with good base elemental resists and 20% quality usually the best way to max our elemental resistance in end game.
Highly recommended Stygian base.

Secondary - pick whatever suits you more
*Ancestral call - Best for clear speed
*Elemental Focus - Overall most useful in any situation
*Inspiration - Great with 5 charges, but takes some time to stack it with multistrike.
*Close Combat - Best single target dps in close range. Works only on melee part of attack

Precision lvl 1-5 - to resolve accuracy issues
Precision lvl 1-5 + Blood Magic - to resolve accuracy issues when you low on mana
Awakened Ancestral Call - Noticeably improves clear speed.
Awakened Elemental Focus and Awakened Elemental Damage With Attacks - Minor DPS improvement, both gems have same value.
Awakened Multistrike - If you have huge budget.

Lighting strike has significantly better clear speed, especially on open maps like Strand. Single target should be pretty much the same.
Also it feels more pleasant to play due to higher attack speed and ability to attack from distance.
Yeah, recent unique 3d arts sometimes looks even better than actual MTX.

I would like to try it for the upcoming league.
Since the budget build is only 1.5 ex, do you think it can be a viable league starter ?

This is a "mid league" budget. Hard to predict how much it will cost at start of the league since it depends on jewels.
It was mine league starter and it went pretty well, but i do not think that i would recommend it as league starter. Typical melee phys build will definitely perform better. Keep in mind that you will need to complete Uber lab in order to make proper passive tree and get cluster jewels (might be expensive at first week of the league).

I'm thinking about starting with this build. Do you have any tips on leveling? Seems like the endgame tree has no damage anywhere near the starting point, which seems rough. I was thinking about getting early physical damage nodes, then pathing through Attack Speed all the way to Aspect of the Lynx, and from there follow the guide while grabing Scion life nodes as necessary - looks like ranger side of the tree has much more dmg nodes.
Another idea would be to grab Supreme Ego, but tbh that seems a bit out of way.

Start mostly depends on your preferences. Since you need cluster jewels and 2 50% reservation auras you most like will not be able to make this build until level 70+.
I have started with phys two hander by moving to Duelist and Marauder area and taking all generic two hander nodes (Destroyer, Executioner, Martial Experience) then moved top to Templar elemental area (Divine Judgment, Holy Dominion).
When i have completed uber lab and got some cluster jewels i reallocated major part of my tree to ranger start area.
Moving to Ranger area instead of Templar-Marauder should work too (actually sounds better than my route), i believe in this case it will be better to start with phys one hander and Frost Blades.
