Modifier tier bug on stygian belt

Melee damage during flask effect shows as a t3 mod, when actually its a t2

I believe this is a known issue, though I don't see it in the known issues list.

When an item have two influences that can give the same modifier, the tier shown for that modifier can be wrong like this. I believe the reasoning was that, in this case, T1 is probably the T1 Elder suffix, and T2 the T1 Warlord suffix.

Even though they're functionally identical, because they're different mods providing this type of effect, one is T1 and the other is T2.
