Is Hex Master worth it?

I always had this passive, and I thought it was pretty useful on drawn out fights, but nobody's build seems to have this passive. Is it really not worth taking the points there?

Also same question for throat seeker. The passive looks like it adds a lot of damage, but I don't see anyone taking that either for some reason. Am I missing out on something big?
You mostly take hex master to get whispers of doom, but it is useful for use with temporal chains, since that's a very strong, yet short lasting curse.
WoD is just so strong imo, 2 curses is just really insanely good

No. They will be overwritten. Therefore it is important to determine who will do the cursing when running a party.

@OP:
The 10% nodes in the throatseeker circle will give less of a dps increase than the usual 15% increased critical strike chance nodes. CSC will also give you a higher chance to trigger secondary effects (freezing when critting....) whereas CD only increases the initial damage (and relies on a high enough CC to getting a crit).
