change a map into another of the same tier craft bug?

Hi, so how does exactly work the harvest craft "change a map into another of the same tier, prioritizing Maps that you have not yet completed" I've been trying to change a tier 16 map into a Atoll Map tier 16 which is the only missing one from my atlas T16's that craft seems to work only as a horizon orb. Is it intended that way or something is working not as it should?

i'm just speculating, but if your atoll is T16, then you have a LOT of other T16 maps.
"prioritizing" doesn't sound like "guaranteed" so it might not be guaranteed.

anyway, you can try to farm zana missions and get that, or use horizon orb on tier 5 map till yo get atoll, complete it and it will be much more likely to drop so you complete awk bonus later
