Large cluster Jewel item level crafting question

Hello guys. I want to craft a large cluster jewel for my assasin rather than bying it from trade (too expensive). In all the crafting guides I have seen in youtube (Zizaran and budger among others) people say that you should use ilevel 75 and above to craft your large cluster jewels otherwise it wont have the 2 jewel sockets AND the max prefixes and suffixes. I have found in the trade both an ilevel 61 and a 79 that have the abilities i want (8 passive skills, 2 jewel sockets, Battle-hardened, Force multiplier, exploit weaknes). Is it safe to say that i can craft this jewel from any normal large cluster jewerl that adds 8 passive skills?

is there a minimum ilevel requrirement that i am not aware of?

why are people insisting on ilevel 75? Has there been some patch change i am not aware of?

It was changed and you can't reroll the number of sockets on cluster jewels as well as number of passives it has. It is now a part of jewel enchantment (light blue text on top). Item level depends on what passives you want - some require item level 1, some need 75. You can check that and a lot more here

I did not know that you can not change the light blue text on top for the jewel.

So basically i need to find a base jewel that already has :

Adds 8 Passive Skills
2 Added Passive Skills are Jewel Sockets
Added Small Passive Skills grant: 12% increased Physical Damage


And then try to craft

Force multiplier (suffix - lvl 50)
Battle hardened (prefix - lvl 50)
Exploit weakness (prefix - lvl 50) on it?

According to craft of exile ideal ilevel would be from 50 - 67 in order to minimize material costs?
