Inflict non-Damaging Ailments as though dealing (100-200)% more Damage

What does this mean, exactly?

I just dropped the Painseeker gloves that has this property and I'm using elemental hit.

Does it mean that when I apply a non-damaging ailment, like Shock or Freeze, this specific hit will deal 100%-200% more damage?

No. The hit will not deal more damage but the shock / freeze inflicted is calculated like you did deal 100-200% more damage resulting in larger shock / freeze.
