Hardened Scars Anoint not working

I anointed Hardened Scars on my amulet. While activating my flasks I am not getting the fortify effect. I can also confirm that the damage reduction is not in place.

The effect of a life flask ends as soon as you hit full life, and consequently you'll never get Fortify popping flasks at full life, and only for a very short while when not at full life. |
