[Minor] Static Electricity gives 2 additional max lightning damage?

So this is an absolutely tiny bug, but I just found it kinda weird. Static Electricity says it gives 1 to 2 Lightning Damage, but the Jewel Summary tooltip says it gives 1 to 4.

And I checked multiple sockets, there's no where I could be getting a random +2 Dexterity from on the tree. Just kinda weird.
