Maven's orb: when to use?

Hello there,
I just found the first maven's orb, and I have no clue when to use it or how rare it is? Like should I just throw it into any low tier map where I am at now, or wait for t16? Does it matter on which map region to use it? How rare is it? As I remember I opened map device and it was used automatically, disappeared from inventory but it was at standard league not at Echoes...
