Shaper of Winter+Elemental Focus

So with the new Elementalist rework and the Shaper winter, flames and storms when using EF(elemental focus) now and you choose one of the shapers will you still be able to inflict that elemental ailments? Or is it that only that you can not inflict Brittle and Freeze.

Never in this game trumps always.

So ele focus will stop you from being to inflict those ailments.
