Can't download patch or installation, gets stuck at 0B/s

Hello,

I was unable to install the latest-ish patch, it would download a little bit and get stuck at 0B/s. Launching the patch installer several times would download a little more each time, before getting stuck at 0B/s again. After doing that a dozen times, it would get stuck at 0B/s immediately.

So I tried something else: I uninstalled PoE with the intent of downloading it again from scratch. The installer for the whole 26gb does the same thing: it would download 10mb or so, before getting stuck at 0B/s.

I looked for some quick/free VPN to rule out an ISP issue. Running BattlePing makes no difference, although I'm not entirely sure the download is being routed through their servers...

I can still try a full non-free VPN.

Does anyone know what is going on? And my laptop has the same issue, in case that rules out some possible causes.

After poking around a little, I have identified the problem to be the file:
http://patchcdn.pathofexile.com/3.12.5.1/fmod64.dll

The server sends the HTTP/1.1 200 OK response to that request, message length of 1795584, but the response's body never comes.

I was actually able to download that file on my phone and copy it to PoE's installation path, replacing the file of 0 bytes there.

Would that be the ISP blocking the download of a "harmful" DLL?

But then it still fails to download:

With the same symptoms: HTTP/1.1 200 OK, message length of 1141274, then the response's body just doesn't arrive.
