Rime Gaze in need of an update

With the addition of helms that can get a ton of mods on them that are effectively gem slots, it feels rather underwhelming that Rime Gaze has just one gem in it and has such a huge setback with the 50% reduced energy shield recharge rate.

This unique would be used far more often if that recharge rate was either lowered or taken off altogether.

Just an idea on how to make the item more useful given how gear as progressed over the leagues.
