Thanks for your report, this is working as intended. "Reduced Cooldown Recovery Rate" will increase the Cooldown Time of the skill.

Increased Cooldown Recovery Rate will increase the rate at which you recover your cooldown.
In the case of Enduring Cry (8 seconds), let's say you have 50% increased Cooldown Recovery Rate, this will bring your Enduring Cry Cooldown Time to 5.33 seconds.
8 / (1 + 0.5)
"8" is Enduring Cry Cooldown, "1" is the base Cooldown Rate per second, "0.5" is the increase in Cooldown Recovery Rate.

In the case of Reduced Cooldown Recovery Rate (which is on the Divergent version of Enduring Cry), the formula changes to the following:
8 / (1 - 0.4) (0.4 because of 40% reduced Cooldown Recovery Rate) which results in 13.33 seconds.

Basically you're making a trade-off with getting a stronger buff effect but a longer cooldown. The wording difference between reduced and increased related to cooldowns can be a confusing at first.
Sounds like garbage qual to me :( i dunno.
SSF, because Path of Trade RMTers and bots suck.
