intimidating cry doesnt exert flicker strike hits

i tested heavy strike with cry and it worked well. flicker strike has same tags as heavy strike plus movement and duration. but for some reason with flicker strike exerted attacks counter always shows 2. so i suppose it is bugged or something like that.
i dont have the combat control node on the passive tree or my gear, and flicker has movement tag instead of travel anyway. Last bumped on Oct 4, 2020, 6:08:30 PM
