Depends on what you mean by stack. They both can support cold snap snap simultaneously if that's what you are asking. The increased Area gem affects the radius of the cold snap gem, but not the radius of the proliferation.
A support gem cannot support another support gem. IGNs-

Yes, I found it to be counterintuitive as well, but I have seen devs confirm that area effect modifications do affect the radius of elemental proliferation.

Oh, I didn't notice it. Sorry for the misinformation.
I use another spell with ele prolif and increased area but I use increased area only to increase the AoE of the spell itself. Maybe I did not correctly observe the difference without increased area. In retrospect, it kind of makes sense as the Prolif is now a property of the spell and as increased area affects the spell AoE it also increases the prolif area.
