Simplex Amulet - ???

Just had one of these drop, can someone please try and explain wth this item is about... brain not working need help.

Probably can roll better mods then the rest of bases.
I see some with 50+ resists, some with 110 life, without any quality.

-1 maximum mod in both suffix and prefix
And there a 25% bonus effect on the 4 left (2 suffix - 2 prefix)
The 25% bonus seem to be hidden for some random reason.

I think it good if you roll it with alt orb first
then regal(hope for a good one)
then finish it on the crafting bench.

Overall it = to a 5 mod item (25% x 4 mod)
But you have more control on the craft.
Plus some mod on amulet are really valuable, 25% of a good shaper/crusader/elder mod for exemple.
