Cannot unlock last 3 Heist Members

Hi there,

I am having trouble unlocking the last 3 heist members (currently have Karst, Tibbs. Tullina, Nenet, Huck, Isla).
I already leveled at least one skill with all of them to level 3 and done lots of heists and maps but still have not unlocked the other members.
One of my green contracts failed in case that somehow matters, but I successfully completed all other green ones and multiple grand heists as well.

Please help as I am unable to run any Deception heists and am unsure how to unlock the missing members!

Same issue here.

EDIT: Literally the next heist i did after I got a new rogue, and then another new one right after.

This was not with the last rogue I unlocked though so I don't think it has to be that.

I was level 85, with 4 rogues with all skills at lvl 3+ before I got rogues 4 and 5 (Huk and Niles for me).
