How do you equip Heist members with items?

I've tried dragging a hood that said equippable by any member but the slots show as red and I can't.

The gear has a requirement on the top such as "must have lvl 5 in any skill"
So they need to level their skills such as lock picking to 5 before it can be equipped. |
