Flicker strike and cooldown recovery

The new alternate flicker strike = 60% cooldown recovery

It does not have a cap. That said, "cooldown recovery" does not work in a Titan Quest fashion. 100% reduced cooldown =/= no cooldown, spam at heart's content

" The reason he's confused is precisely because people like you say things like "reduced cooldown" and "cooldown reduction" instead of exclusively saying what it's called in game, which is Cooldown Recovery Speed Also, your math isn't even correct. 200% increased cooldown recovery speed means it takes 1/3 of the time, not 1/4. You'd need 300% increased cooldown recovery speed to get a 2-second warcry in your scenario. this could been a fun alternative for not having frenzy. seens like useless stats for an attack skill
