They are both right. It creates a consecrated ground on crit, not more than once every five seconds. That five-second limit is unique to this ring, but like consecrated grounds created from any other means such as sulphur flask, Purifying Flame, etc., at the very least, you should regen 6% of your life per sec while in the area and enemies in the area have 100% increased chance to be critically-striked. (This is increased crit chance "taken" by the monster, hence it does not matter who among your party hits the monster in the duration of the ground effect.)

Another thing that sets it apart from typical consecrated grounds created by other means, is that it also grants you 5% increased block chance while in the area. Bottled Faith's version of consecrated ground is also more powerful than the typical one, being larger in area size and granting even more crit chance to you.
The very link of Consecrate you provided states:

Creates an area of Consecrated Ground, providing life regeneration for you and allies who stand in it.


Note the capitalization of the words "Consecrated Ground" in the description of Consecrate. The ground effect that Gifts from Above will yield is a Consecrated Ground, the same one that any non-unique Sulphur Flask will yield.
Its effects are:
> You and allies standing on your Consecrated Ground have +6% Life Regeneration
> Hits against enemies standing on your Consecrated Groundhave 100% Increase Critical Strike Chance

The Ground will regen ES if you have Zealot's Oath, will regen 200 ES per second if you are a Pious Path Inquisitor, and will turn into Profane Ground if you have a Broken Faith equipped

Perhaps your confusion comes from what you are reading on PoeDB.com
That is because Gifts from Above, other than being a League-Exclusive, also has a Legacy Version (since 2.6). The Legacy version don't have the +50% incDamage and +5% AtkBlock chance while on Consecrated Ground, and instead of triggering Level 10 Consecrated has the "Creates Consecrated Ground on Critical Strike".
Consecrated has a 5 second cooldown, while the original "Creates ConsGround onCrit" has a way lower one, making it a more reliable way to yield Consecrated Ground onCrit

thanks for answers.

at the auction (on league Harvest) I found only a ring with a level 10 consecration, it does not give an additional chance of a critical hit on the enemy, only HP regeneration :*( rip on 2.6 patch +

consequently out that in order to create a "consecrated ground" I need to find another way (( items, skills, etc

Yup, you need to think at some different routes.

Some things that makes Consecrated ground:

> Purifying Flame (Skill, Physical-based fire skill. Also damage enemies standing on nearby Consecrated Ground)

> Holy Flame Totem (Skill, Physical-based fire totem skill. Yields a little Consecrated Ground at its base. It is mainly different from other Consecrated Ground because it makes you and allies over it unable to be cursed, cleansing you from any curses the moment you step over it)

> Consecrated Path (Skill, Fire Attack Slam Skill. Mind that you will create Consecrated ground only if you actually teleport on the enemies, not if you slam "in place")

> Zealotry (Skill, 50% Reserve aura. Grants you More spell damage, increased critical strike chace for spell and a chance to create Consecrated Ground when hitting a Rare or Unique enemy to you and nearby allies)

> Sulphur Flasks: create consecrated ground AND give you extra 40% damage during flask effect (Can help you in keeping your flasks full, give you Zealot's Oath without allocating it or slam a devastating hit against everything around you respectively for Overflowing Chalice, Sulphur-Flask (league-exclusive) or Bottled Faith (high-priced Cortex exclusive)

> Inquisitor: "Pious Path" ones gets powerful boosts for Consecrated Ground: immunity to elemental ailments, good ES and Mana regeneration, increase damage taken to enemies and increased Attack and Cast Speed. Also, they make their Consecrated Ground Linger on them, allowing it to keep having effect even after 4 seconds after leaving, and will automatically drop some when standing stationary - something you do everytime you cast a non-instant spell or perform any attack

> Ascendant Inquisitor: Has a chance to create a very small but long-lasting Consecrated Ground when hitting Rare or Unique enemies, and is immune to Elemental Ailments while standing over it
