Strike Skills Target 1 Additional Nearby Enemy is not working for my strike skill - Frost Blades

Hello,

I feel I found a bug.
I have got an affix on my gloves which is - Strike Skills Target 1 Additional Nearby Enemy.

And on my armour I have socketed Frost Blades (this skill has written in the description - projectile, attack, melee, Strike, cold). But It is not working. I tested it on a map with two unique bosses.
They were standing next to each other but I was shooting/striking only one.
I could see the strikes shooting just one.
I have also knockback. And I could see only one of the boss being knockbacked.

Please check this problem.

I made a video showing this. The mod appeared to work fine unless enemies were 'too close' then they were ignored.
