There is no hard 1 implicit rule (AFAIK an easy way to get more than one is to use a sells more to vendors craft), and you can find Synthesized items with multiple implicits. The actual answer was that Synthesized items were something you can create in Synthesis, and the idea was that you were creating your own base items. They never added to existing bases, only replaced existing implicits. This carries over to the Harvest crafting version of making Synthesized items.
