Annul the cast speed modifier. You need to have 3 open suffixes and use "augment with a lightning modifier". You will roll lightning res, lightning damage and wrath (also tagged as lightning). Then to remove the lightning res you use change the element of resistance to either fire or cold and use remove fire/cold. Then you augment back with add a speed modifier.
You cannot swap for add lightning damage because it is a prefix, Wrath skill is another suffix.

ok, ok, the first i annul cast speed. Later i put augment with a lightning modifier. Then i win lightning res, coz is the only possible. But i dont understand the pass 3: "You will roll lightning res, lightning damage and wrath" . How i win wrath? And my english is bad for understand good jajaj But ok.
On that base the ONLY suffixes tagged as lightning are resistance, damage and Wrath. Augment 3 times on a base without suffixes and there you go.
You can also have lightning damage and craft lightning resistance from bench leaving one suffix open. Those are the ONLY 3 possible mods with that tag that are suffixes.
Then i delete cast speed and i use 3 times "augment with a lightning modifier" ? And later is difficult return to have speed cast 13% ?

Spell damage is a prefix.
Life is a prefix.
Add x lightning damage is a prefix.
Increased lightning damage is a suffix.
Cast speed is a suffix.
You have also an open suffix.
You need to erase cast speed to gain an open suffix. You cannot use remove a caster mod because spell damage is also a caster mod, so you need to use remove a speed mod. You will have 2 open suffixes.
You need to craft a lightning resistance from bench (the lowest possible is ok) and rhen augment a lightning modifier. The ONLY possible suffix in the list is Wrath skill.
Check the list for reference, you can see that Wrath is a suffix, it's tagged lightning and it's one of 3 possible mods with that tag. Since you have already the other 2 you can ONLY roll Wrath.
And i can try the lucky and do it " Augment an item with a new Lightning modifier " first ? I have 50% options win wrath, true? If i win resistance, then i delete cast speed. It's ok this idea?
Later if you want to remove the "add x lightning damage" DO NOT use remove lightning, use a remove attack mod! It is the only mod tagged as attack on the amulet.
If you want to keep the cast speed modifier, craft a lightning resistance and after you get Wrath just remove the crafted resistance with the crafting bench, then augment with a speed modifier to get cast speed back.
But i can try use "Augment an item with a new Lightning modifier" whitout delete cast speed? I have 50% options to win wrath or lightning res.

Not exactly.
The outcomes have different weight, which means different chances.
In the page I linked, the number you see on the right of each mod is the "weight" of the outcome.
Wrath has a weight of 800.
Each tier of Lightning resistance has a weight of 1000, multiplied 8 tiers it's a weight of 8000.
This means you have 1 chance in 11 to get Wrath if you just augment a lightning modifier, not 1 in 2.
With the method I described you get 100% chance of getting Wrath.
Cast speed and attack speed are the only 2 suffixes tagged with speed so if you try to add it later with augment a speed modifier, and you don't get it immediately, you can use "remove a speed modifier and add a speed modifier" to get it later.
Also it's better that you craft the lightning resistance with the crafting bench because you can annul it later with the crafting bench again.
