All Warcries have one of their effects that scales with Power.

Once, "Power" was merely the number of nearby enemies when you warcry. 3.11 changed this with the introduction of Power.
When counting enemy's Power, the enemies' rarity is considered, so that:
1 Normal (white) - 1 Power
1 Magic (blue) - 2 Power
1 Rare (yellow) - 5 10 Power
1 Unique (red) - 10 20 Power

Rallying Cry also counts for "Power" nearby allies. All of your allies will count as 1 Power.

By saying every Warcry has a minimum of 10 Power, it means that even if you cast a Warcry without having nearby enemies it will still count a Power of 10 (like if you have a Unique Rare enemy nearby). Once, that mod was worded as "Warcries always have a minimum of nearby enemies of 10" or something along the line. This mostly favoured Enduring Cry back then, since without nearby enemies it wouldn't have generated EC to begin with

It's actually 1,2,10,20, not 1,2,5,10.
