+300 to Evasion rating belt enchant does not work with permanent phasing

I'm using Raider ascendancy with Quartz Infusion and Farrul's Fur for permanent phasing and full uptime of maximum frenzy charges.

Although this does not grant me +300 to evasion rating by default, even though i have phasing permanently. Once i kill an enemy, "gain phasing for 4 seconds on kill" procs from the ascendancy and the belt enchant grants it's bonus. Otherwise it does not grant me extra evasion rating.

I have a similar bug where I have "30% increased accuracy while you have onslaught" enchant on my belt, and my belt is Perseverance where it grants onslaught if I have fortify.

My accuracy does not increase when I gain fortify, but it does increase if I use a silver flask.
