Herald of Ash quality no longer doing anything

Hi,
Quality on Herald of Ash should increase fire damage by 0.75% for each % of quality it has, but it appears to no longer add anything:  This appears to be no different to the base gem without any quality. Last bumped on Jun 30, 2020, 4:05:29 AM
