Requirements to create SSF character?

I just created a new account and cannot create an ssf character. The check box is missing.

Is there a requirement to enable ssf?

This is only available after rescuing the Scion in Act 3.

It won't take long to do that and you can start over. But I would suggest playing in trade for a bit.

If you really want to play SSF, you can just not trade or group. Then if you decide you really need an item or a map, you still have the option.
