Tailwind not apparing as buff, bug?

Hey guys, I got a rather simple problem.
Crafted myself some Tailwind + Elusive boots to go with my Flicker build. However when I play the game I just cannot see the Tailwind buff go up, and with all my movement speed increase buffs it's hard to tell if it is even up at all.
Any advice?

your buff isn't showing up in fights when you deal critical stikes?
In my case the buff is showing up, but my tailwind has no effect.

I don't feel a difference and the charscreen shows that attack & movement speed are not increasing with tailwind buff.

I found a video a couple of days ago, where someone not getting a tailwind buff either.
